Misti A. Cary

Program Director
Misti joined the IDB in March 2026 as a Program Director, where she leads the development and delivery of executive education programs for government and private‑sector leaders. Her work emphasizes cross‑sector collaboration and the adoption of leading practices and innovative approaches for navigating through complexity. Ms. Cary brings more than 25 years of experience across Big Four management consulting, federal service, and non‑profit leadership in both domestic and international contexts. Her experience spans the U.S. Departments of Defense, Health, and State, as well as industries including banking, healthcare, manufacturing, law enforcement, and energy.
She is a versatile executive who has guided clients through transformational change and has deep expertise in strategic planning and communications, regulatory compliance, budgeting and financial management, program management, governance, enterprise risk, internal controls, policy and legislative implementation, training design and delivery, and process optimization via automation. She is a seasoned program manager with a strong record of standing up new operating divisions, launching new initiatives, and streamlining business operations. Ms. Cary also spent eight years in Iraq supporting U.S. policy efforts, working for the U.S. Department of State, International Medical Corps, and other implementing partners. She led and supported a wide range of programs and received multiple awards and commendations for her performance in a highly complex and high‑risk environment.
Misti holds a Master of Business Administration from the University of North Carolina – Chapel Hill, a Bachelor of Science in Business from Ithaca College, and a Certificate in Business and Public Policy from the Washington Campus. She is a Certified Project Management Professional and a Lean Six Sigma Green Belt.
