Rear Admiral Doug Noble is a 1989 graduate of the United States Naval Academy, where he received a Bachelor of Science degree in Electrical Engineering. He holds a Master of Science in Operations Research from the Naval Postgraduate School and a Master of Business Administration from Indiana University’s Kelley School of Business.
Noble’s operational assignments include tours as supply officer for USS Ulysses S. Grant (SSBN 631 BLUE), USS Charlotte (SSN 766), and USS Theodore Roosevelt (CVN 71). He has also served as Stock Control Officer onboard USS Independence (CV 62). Additionally, he deployed to Afghanistan as the Commander of the DLA Support Team – Afghanistan, where he was responsible for all DLA personnel and operations across Afghanistan supporting Operation Enduring Freedom. Ashore, his assignments included Commander, Naval Supply Systems Command (NAVSUP) Weapon Systems Support (WSS); Special Assistant for Audit Readiness to the Assistant Secretary of the Navy (Financial Management & Comptroller); Fleet and Industrial Supply Center, Yokosuka, Japan; Office of Supply Corps Personnel; Naval Inventory Control Point Philadelphia; Logistics Directorate, Joint Staff (J-4); Office of the Chief of Naval Operations (OPNAV N412); Executive Officer, DLA Headquarters; Assistant Commander for Supply Operations and Logistics Policy (N3/4), NAVSUP Headquarters; and Commanding Officer of Navy Supply Corps School in Newport, RI. Noble’s final assignment on active duty was as the Director of Logistics Operations (J3) and Commander of Joint Regional Combat Support for the Defense Logistics Agency, Fort Belvoir, Virginia, in May 2021. In that role, he was responsible for end-to-end supply chain management of DLA’s eight supply chains, providing logistics and material process management policy, guidance, oversight, and monitoring supply chain performance. As the Commander, Joint Regional Combat Support, RADM Noble was responsible for DLA’s three regional commands providing unified DLA interfaces for warfighters in the United States Africa Command, U.S. Central Command, U.S. European Command, and U.S. Indo-Pacific Command areas of responsibility, plus special operations warfighters serving under U.S. Special Operations Command. Since his retirement from the Navy, he works as a Managing Director for KPMC, serving in the Federal Advisory practice. His focus areas include leveraging commercial best practices and technology modernization to help strengthen supply chains and bring agility and resiliency to defense logistics.
Noble was selected as the 2008 Joint Staff (J-4) Action Officer of the Year and was the Navy League’s Distinguished Graduate from Naval Postgraduate School in 2000. He was recognized as a Naval Postgraduate School Distinguished Graduate in 2023. His personal decorations include the Navy Distinguished Service Medal, Defense Superior Service Medal, Legion of Merit (five awards), Defense Meritorious Service Medal (two awards), Meritorious Service Medal (two awards), Navy/Marine Corps Commendation Medal (four awards) and Navy/Marine Corps Achievement Medal (two awards). He is a qualified Submarine Supply Corps Officer and Naval Aviation Supply Officer. Additionally, he is a Level III Joint Qualified Officer and a qualified member of the Acquisition Professional Community.
