Executive Fellows

The Institute for Defense and Business established the Executive Fellows Program to provide selected retired senior leaders from the U.S. Department of Defense and the military services an opportunity to continue to apply their knowledge and experience. During their tenure, IDB Executive Fellows will participate in, and present at, LOGTECH and other IDB educational programs, attend and speak at conferences and provide their insight on emerging issues and trends in a range of military and educational issues. In addition, Fellows will author, often in partnership with faculty, articles or case studies on topics of particular interest to them.

Executives selected as Fellows are uniquely qualified because of the extraordinary expertise they have demonstrated during distinguished careers. At least four fellowships are granted annually.

Lieutenant General Christianson completed his career in the U.S. Army in June of 2008.  His final active duty assignment was the Director for Logistics, J-4, the Joint Staff, Washington, D.C., which he assumed in October of 2005.  As the Director for Logistics, he was responsible for operational logistics and strategic mobility support to the Chairman of the Joint Chiefs of Staff and the Secretary of Defense.

LtGen Sattler completed his career in the U.S. Marine Corps in August of 2008.  His final active duty assignment was the Director for Strategic Plans and Policy, J-5, the Joint Staff, which he assumed in September of 2006.  As theDirector for Strategic Plans and Policy, LtGen Sattler assisted the Chairman of the Joint Chiefs of Staff with critical examination of future trends and provided responsive assessments and recommendations in four major areas: current and future military strategy, planning guidance, and policy; politico-military advice and policies; military positions on projected and ongoing
international negotiations; and interagency coordination within these three areas.

Vice Admiral Sullivan completed his career in the United States Navy in August of 2008. His final active duty assignment was the 41st Commander, Naval Sea Systems Command (NAVSEA), which engineers, builds, buys and maintains ships, submarines and combat systems that meet the Fleet’s current and future operational requirements. As Commander, Admiral Sullivan oversaw a fiscal year 2008 budget of $24.8 billion, which accounts for nearly one quarter of the Navy’s entire budget, and a force of 53,000 civilian, military and contract support personnel, and NAVSEA engineers.

Maj Gen Harrell completed her career in the U.S. Air Force in October of 2006.  Her final active duty assignment was the Director of Maintenance and Logistics, Air Combat Command, Langley Air Force Base, V.A. She was responsible for policy, budget, and oversight of the command's maintenance, supply, contracting, transportation, and munitions activities. She provided logistics direction and oversight to more than 43,000 logistics personnel assigned to 93 ACC combat and combat logistics support units worldwide supporting 2,840 fighter, bomber and special mission aircraft. The general led a staff of more than 350 people and controlled a budget of $4.6 billion. In addition, she supervised three special staff agencies comprising more than 440 people providing the command's regional supply support, command-wide contracting activities, and program management of the radar surveillance systems dedicated to protecting the nation's borders.

General Nyland served as the Assistant Commandant of the Marine Corps, Headquarters Marine Corps,Washington D.C. from September 2002 until September 2005. He retired from active duty 1 November 2005.

Vice Admiral McCarthy completed a 37 year career in the U.S. Navy on April 1, 2007. His final active duty assignment was as Director, Material Readiness and Logistics, the senior logistician on the staff of the Chief of Naval Operations. In this assignment, he was responsible for Navy policy, programming, and resourcing for Fleet readiness, logistics, strategic sealift, and environmental programs.

Lieutenant General Strock completed his 35 year career in the United States Army in May of 2007. His final position was as Chief of Engineers and Commanding General of the U.S. Army Corps of Engineers. As commander of the US Army Corps of Engineers, he led a major Army command that is the world's largest public engineering, design and construction management agency. He is a Registered Professional Engineer.

Prior to his retirement from  Senior Executive Service on 3 January 2005, Mr. Orr was the Principal Deputy Assistant Secretary of the Air Force for Installations, Environment and Logistics, Headquarters U.S. Air Force, Washington, D.C. In this role, he provided guidance, direction and executive oversight to the Assistant Secretary for overall supervision of installations, environment, safety and occupational health and logistics. The department’s responsibilities included military construction, base closure and realignment.

General Salomon’s last active duty assignment was as Commanding General (CG) of the U.S. Army Materiel Command.  His long and distinguished career consisted of numerous logistics-related command and staff positions to also include CG of US. Army Combined Arms Support Command and Deputy Chief of Staff for Logistics, HQ Department of the Army.  Upon retirement he worked for Rubbermaid Incorporated becoming the Senior Vice President for Procurement responsible for the company’s $1.4 billion global procurement and services programs.  He has served on several Boards of Directors including as Chairman of the Board for the Armed Forces Benefit Association.  General Salomon was a member of the Army Science Board for six years and is an Honorary Regimental Colonel, Emeritus – U.S. Army Ordnance Regiment.

Lieutenant General Kelly completed his USMC career as the Deputy Commandant, Installations and Logistics, HQ U.S. Marine Corps.  During his tenure, he modernized the USMC supply chain employing technology insertion, process reengineering, best practices, benchmarking and other transformational initiatives.   His many commands included a Combat Service Support Detachment for the 1st Marine Division in the Gulf War, and the 1st Force Service Support Group, I Marine Expeditionary Force.  He also served as Vice Director for Logistics, the Joint Staff.  Among his many military and civilian academic honors was his designation in 2005 as a Distinguished Graduate by the Pennsylvania State University Board of Trustees.

Major General Saunders’s career in the military culminated as Vice Director for the Defense Logistics Agency. She also held General Officer positions as Commander of the DefenseSupplyCenter in Columbus, OH and on the Air Staff as Director of Supply and Transportation.  General Saunders’s distinguished career included line and staff transportation and logistics assignments in Air Force, Joint and Combatant Commands throughout the globe.  General Saunders’s many honors include being named a Distinguished Alumnus of TWU in 1998 and a TWU woman of Distinction in 2000.

Mr. Lucas retired from Federal Service in 2005 as the Deputy to the Commander, Military Surface Deployment and Distribution Command (SDDC) (formerly MTMC).  Mr Lucas held a number of positions in his distinguished career with MTMC directing policy and programs in traffic management, railways and freight automation advancing to Acting Assistant Director for Transportation, Office of the Deputy Chief of Staff for Logistics, HQ Department of the Army before assuming his top position in the SDDC.

He has also help positions with the Interstate Commerce Commission, Xerox Corporation and the Middle Atlantic Conference.  Some of Mr. Lucas’s many honors include the Exceptional Civilian Service Award in 2005 and the Meritorious Presidential Rank Award in 1997 and 2002.

As the Army's senior logistician, General Tuttle led 100,000 soldiers and civilians of the U.S. Army Materiel Command from 1989 until his retirement early in 1992, a period encompassing Operation Just Cause in Panama and Operations Desert Shield and Desert Storm.

Prior to his retirement, Lieutenant General McKissock served as the Deputy Commandant, Installations and Logistics, HQ Marine Corps.  His distinguished career included combat tours of duty in the Fleet Marine Forces in Vietnam and in Desert Storm and numerous staff positions plus commands at the battalion, group and expeditionary support base level. He also served as Commanding Officer, Marine Corps Service Support Schools.

Vice Admiral Holder’s most recent active duty position was the Director for Logistics, Joint Staff, the Pentagon, which he began on September 4, 2001 and held for nearly three years during the tumultuous period following 9-11.  He has served in numerous staff positions and commands at sea and on shore including Commander of Naval Surface Group Middle Pacific/Commander Naval Base Pearl Harbor and Commander of the Military Sealift Command.

Ms. Shands retired from the Department of Defense as a Senior Executive Service (SES) official with more than 30 years of senior logistics and supply chain management experience in the U.S. Army. She has a history of being the first woman to serve in executive and managerial positions in the organization.
